First Method :
You can install .Xap Files Using This PC Tool Windows Phone Power Tools 2.5
1 - Install this lite version of Windows Phone 8 SDK and it's prerequisites from
Here (works on Windows 7, includes Developer Unlock and stock WP8 SDK XAP deployment)
2 - Install Visual Studio Express 2010 (yes 2010) from
Here3 - Download Windows Phone Power Tools from
Here4 - Now Power Tools should install, since it has the required resources, albeit older ones, to install.
5 - Uninstall Visual Studio 2010 if desired (you can by opening it's install thing again). Not necesarry I don't believe.
6 - Enjoy WPPT on Windows 7 =D

Second Method :
Install apps and games from your phone's SD cardTipIf you're running
Windows Phone 8.1 and your phone supports an SD card, you can install apps directly to your SD card instead of your phone's internal storage. These apps will show up in the
App list just like your other apps and games.
To install apps and games from your phone's SD card
Insert an SD card that contains one or more .XAP files into your phone.
In the
App list, tap Store

Tap More

, and then tap Install local apps. (If you're running an earlier version of Windows Phone, look for the SD card option instead.)
NoteIf you've just inserted the SD card or added the .XAP files, you might need to wait a few minutes before you can access your SD card from the Store.
Select the apps you want, and then tap Install.
Installed apps appear in the
App list. Depending on the specific app or game, you'll be able to use them as follows:
Free apps and games can be used immediately.
Paid apps and games that have a trial will be available as a trial version that you can purchase later.
Paid apps and games without a trial must be purchased before you can use them.

Third Method :
Making use of SD Card to Deploy More Apps
1-Make sure you are running
Windows Phone 8.1 and have inserted a SD Card in your phone.
2-Install the 2 allowed unsigned/cracked apps.
Here’s how.3-Move these 2 apps to the MicroSD Memory Card.
Here’s how.
4-Turn off your Windows Phone and remove the Memory Card.
5-Turn it back On and install 2 more cracked apps.
6-Turn it off and re-insert the memory card.
7-Turn On and again move these 2 new apps to the Memory Card.
8-Repeat the steps 4 to 7 till you’ve installed all the apps that you wanted to install in your phone.
That’s all that you need to do. When done, you can either keep the apps in the SD card or move them back to the phone memory.
